INITIAL STEPS:

DEVELOPMENT OF MANUALS:

  • Determine which manuals the particular certification requires
  • Prepare manual templates
  • Train those who will be managing the manual process

CERTIFICATION PROCESS:

  • Prepare Letter of Compliance
  • Compile the Formal Application Package
  • Preparation for the formal application meeting
  • Attend the application meeting with the client
  • Make changes to manuals based on feedback
  • Attend the table-top exercises with client
  • Attend evacuation exercise with client
  • Assist the client to submit proving/test flight itineraries

INITIAL STEPS:

1. Initial meeting with client to determine scope of operation, type of certification required, required management personnel, overview of the certification process and assessment of training required.

2. Completion and submittal of Pre-Application Statement of Intent (PASI).

3. Completion and submittal of DOT application.

4. Completion and submittal of the Schedule of Events.

5. Coordination with and/or between Federal Aviation Administration Certification Project Manager, Principal Inspectors, CSET Team and client.

6. Training, as deemed necessary, on the certification process, use of CPD documents, SAI compliance, manual system requirements, manual system contents and preparation of the manual system. (Refer to Attachment Number 3 for Manual Development Process)

7. Selection of applicable Operations Specifications to be applied for.

8. Coordinate between client and Federal Aviation Administration on applicable Operations Specifications.

9. Determine the required/applicable SAIs based on the scope of the operation and requested Operations Specifications. Coordinate with the CPM and CSET on applicable SAIs.

10. Assist in the selection of the software to be used for manual creation (Microsoft Word, Adobe FrameMaker, X-Metal, etc.) and manual submittal (Adobe 6.0, 7.0, etc.).

DEVELOPMENT OF MANUALS:

1. Determine the manuals required to meet 14 CFR Section 91, 119 and 121, as applicable, requirements. This determination also includes defining the manual titles, ownership/authority, partners (based on interface requirements), and responsibility.

2. Prepare manual templates in accordance with the procedures defined in Appendix 11 of the CPD for all manuals.

3. Prepare manuals, or assist client in the preparation of manuals to meet regulatory requirements (FARs and associated documents including but not limited to FSATs, FSIBs, HBAWs, Advisory Circulars, FAA and Orders) and client procedural requirements.

4. Distribute/assign applicable SAIs to manual owners (responsible manager).

5. Conduct training with manual owners (responsible managers) on SAI compliance and interfacing.

6. Conduct SAI Compliance audit of all manuals within the manual system.

7. Prepare comments and recommendations for corrections, as needed, to meet FAR and SAI compliance requirements.

CERTIFICATION PROCESS:

1. Prepare Letter of Compliance.

2. Prepare Formal Application Package for client, or assist client in the preparation of the Formal Application Package.

3. Conduct training with client in preparation of formal application.

4. Coordinate with client, CPM, and CSET on Formal Application Meeting.

5. Attend Formal Application Meeting with client.

6. Prepare amendments to, or assist client in the preparation of amendments to manual system as necessary based on CSET comments.

7. Conduct training with client in preparation of table-top exercises.

8. Attend table-top exercises with client.

9. Brief with client on outcome of table-top exercises and corrective action, as required.

10. Prepare amendments to, or assist client in the preparation of amendments to manual system as necessary based on outcome of table-top exercises.

11. Prepare or assist client in the preparation of emergency evacuation demonstration exercise scenarios.

12. Attend evacuation demonstration exercise(s) with client.

13. Prepare amendments to, or assist client in the preparation of amendments to manual system as necessary based on outcome of emergency evacuation demonstration exercise(s).

14. Conduct training with client in preparation of proving tests/flights.

15. Assist client in the preparation and submittal of proving test/flight itineraries.

16. Provide on-site assistance, oversight and coordination during proving test/flights.

17. Prepare amendments to, or assist client in the preparation of amendments to manual system as necessary based on outcome of proving tests/flights.
